Impact of university location policies implemented by local governments on high school students’ admission to universities:

Abstract
The university location policy of local governments has been attracting attention again in recent years. However, there are few studies on university location policies conducted by local governments. The purpose of this study is to empirically examine how universities located in local governments have influenced the trends of high school students in the area. This study focused on Chiba prefecture, categorized universities by academic field and academic difficulty, and attempted to analyze what type of university influenced high school students enter university. Chiba Prefecture has actively implemented its own university location policy and established many private universities. The establishment of these private universities has improved the bias between academic fields and academic difficulty at universities in Chiba Prefecture in the 1980s and 1990s. As a result of the analysis, the university established by Chiba Prefecture had a particularly strong influence on high school boys with middle and low academic ability in Chiba Prefecture.
